Nanjing trade unions build on local experience for collective bargaining

Towards the end of 2014, the Nanjing Federation of Trade Unions in Jiangsu province convened an on-site promotion meeting on collective wage bargaining in regional industries, using relevant experience from the Yueya Lake sub-district of Qinhuai District.

The Qinhuai District of Nanjing has accumulated a lot of experience in this field, having introduced collective wage bargaining in the catering, auto parts and hairdressing industries as well as private businesses. To drive things forward, some of these were singled out as examples for the rest to emulate. The district also appointed delegates of the provincial people’s congress to oversee the entire process of collective bargaining, making sure that it was carried out under the supervision of society. This was the district’s first attempt at involving members of the local legislature in the process.

In 2014, Nanjing’s tripartite members and other stakeholders issued a joint circular, stressing that enhancing the quality of collective bargaining and the effectiveness of collective contracts is essential work over the long term. It requires a combination of institution-building, to lay the foundation for future development and resolve the most conspicuous current problems, together with straight talking on the part of worker representatives. The outcome of the negotiations should be fair and rational, benefiting the largest number of employees and within the range of what the enterprise can afford, to the satisfaction of both parties. With the year 2015 marking the tenth anniversary of the Jiangsu Collective Contract Rules being promulgated, the relevant departments in Nanjing will jointly conduct a large-scale, targeted examination of enterprise collective wage bargaining and collective contracts. Any enterprise failing to comply with the norms laid down will be required to rectify matters in conformity with the law.
