Leaders from the Ministry of Labour and Social Security, ACFTU, China Enterprise Directors Association and All-China Federation of Industry and Commerce gathered together for a tripartite meeting on May 21 to discuss ways to promote harmonious labour relations. ACFTU Vice-Chair Li Yufu attended the meeting.
Li Yufu pointed out that since the 18th National Congress of the Communist Party of China, President Xi Jinping has made a series of important speeches on the working class and trade union work on many occasions, putting forward new demands on building harmonious labour relations. Trade unions at all levels should study the spirit of Xi Jinping’s important speeches, fully implement the strategic layout of “Four Comprehensives” put forward by President Xi Jinping, consolidate the Party’s governance foundation and position, implement in real earnest the Opinions of the State Council on Building Harmonious Labour Relations, promote economic development in a stable and healthy manner, innovate social governance, safeguard social harmony and stability, adapt to changes in labour relations under the new normal conditions, heighten our sense of mission and urgency and make new progress in building harmonious labour relations.
Li Yufu emphasized that building harmonious labour relations is a long-term task. To accomplish this task, trade unions should guarantee workers’ rights, step up efforts to build a sound mechanism for coordination of labour relations, promote democratic management, serve workers’ needs and educate them about their rights. Trade unions should uphold the Party’s leadership, make full use of the tripartite mechanism and bring trade unions’ rights protection efforts into line with the Party-led worker protection mechanism; take an active part in democratic consultation, carry out their work according to law and deepen practical exploration and theoretical innovation; have a thorough understanding of their duties and regard safeguarding workers’ rights as the fundamental purpose of their initiatives to build harmonious labour relations, fulfill their political and social responsibilities, set up an orderly, fair, mutually beneficial and harmonious labour-management relationship and unite the broad masses of workers to strive for stable economic development, the country’s two centenary goals and the realization of the dream of the great rejuvenation of the Chinese nation.
The meeting called on all the participants to have a full understanding of the importance and urgency of building harmonious labour relations, align their thinking and action with the decisions and plans of the Central Committee of the Communist Party of China, take forceful measures to ensure the implementation of the Opinions the State Council on Building Harmonious Labour Relations. Trade unions, governments and employers should focus their attention on settling the most frequent disputes, strike hard on wage defaulting, urge enterprises to pay social insurance contributions, offer guidance on handling labour relations amid the on-going industrial restructuring. It is imperative to innovate the mechanism of labour relations coordination, improve the mechanism for handling labour disputes and build a sound supervision system for labour security. More efforts are needed to strengthen labour legislation, carry out labour laws and regulations on labour and social security in a comprehensive way, beef up education among employers and workers and foster harmony in the workplace.
