Eighty per cent of companies in the non-public sector in Jingzhou (Hubei province) now have direct trade union elections. In 2007, the Jingzhou Municipal Government issued a Notice providing for the right of workers to set up an independent union structure in their company, elect a full-time union chair, and get financial support from upper-level federations. With the support of this Notice, the Jingzhou Trade Union Federation has in recent years been promoting direct trade union elections in private companies. Rules have been instituted to ensure the integrity of these elections. Candidates are strictly screened to rule out senior management and their relatives. The candidates, whose names are posted well in advance of the election for the consideration of workers, must give campaign speeches. The result of the secret ballot is made available as soon as the votes have been counted. These procedures have been put in place to make sure that elections will not fall below recognized standards.
